The City of Burns (“City”) is issuing this Invitation to Bid (“ITB”) to invite bids from contractors to bid on the South Kearney Avenue Small City Allotment Public Improvement Project (the “Project”), which work will include, without limitation, completion of street improvements as described in Exhibit K: Project Plans. The Project may begin on or after award and must be substantially complete no later than August 15, 2026. Work on the Project will not commence until City issues a notice to proceed to the selected contractor. The Opinion of Probable Construction Cost (“OPC”) for this Project is $246,463.

Sealed bids will be accepted by the City Manager at the Burns City Hall, 242 SW Broadway Ave, Burns, OR 97720, until 2:00 pm, Tuesday, October 7, 2025 (the “Closing”), at which time and place bidding will be closed, and the bids opened and read. All times shall be as shown on the City Recorder’s Clock, located in the City Hall front office; no bids will be received after closing. Each bidder is required to submit a First-Tier Subcontractor Disclosure Form, as required by ORS 279C.370, in a separate envelope within two (2) hours of Closing. The City will reject a bid if the bidder fails to submit the required disclosure form by this deadline. The bid proposals (“Bid(s)”) shall be submitted in a sealed envelope and marked: S. Kearney Avenue Improvement Project.
